The software produced in the course of research is considered, in all respects, a research data, as defined in Annex 1 of the same. Therefore, the Institute encourages the publication of research software in repositories accessible to all with an open-source license.
Additionally, the CAD and the AGID guidelines require, unless justified reasons exist, the publication of public administration-owned software with an open-source license, in order to promote reuse by other public administrations.
According to Article 69 of the CAD and Section 1.5 of the AGID guidelines, the Institute holds the ownership of the research software. However, the Institute acknowledges the attribution of the software to the individuals who contributed to its creation.
Software Development Management
The software must be managed using a widespread version control software (VCS). The use of git is recommended, as it is the most common VCS software. This helps simplify adherence to the FAIR principles for software, as prescribed by the Policy.
To support the initial development of the software before its potential publication, a private GitLab instance is available for exclusive internal use: GitLab service.
It should be noted that, even if the software cannot be published with an open-source license due to one of the exceptions listed below, the use of version control software is always recommended.

- Specific laws or regulations limit its application.
- There are justified reasons related to public order and security, national defense, and electoral consultations (Article 69 of the CAD);
- The research was funded by third parties, and there are specific agreements regarding the control of data or software, access, and preservation (Article 2 of the Policy).
- The software is based on other software whose license restricts publication.
- The software is developed in collaboration with external personnel, and there are specific agreements that limit its publication.
