The laboratories realize the national standards of power and energy, voltage and current in both sinusoidal and time-varying conditions, with traceability to the fundamental physical constants through the Josephson effect and the dc quantum Hall effect.

AC Power and Energy: The measurement method employed is the simultaneous sampling of voltage and current waveforms.

The measurement systems include: a single-phase sampling primary power standard with an accuracy of 0.001%; a three-phase comparator for dissemination with an accuracy class of 0.005%; a reconfigurable wideband modular system for audio-frequency power measurements and for the calibration and verification of energy meters under various power quality conditions.

Voltage and Current under Time-Varying Conditions: The measurement method is based on AC–DC thermal transfer and waveform sampling.

The primary measurement systems include: an automatic dual low-thermal-EMF comparator for voltage and current; a multi-range AC–DC electronic transfer standard, model J. Fluke 792A, for the dissemination of the volt and the ampere in AC; and a wideband digital phase comparator.
